Croatia has adopted its national sanctioning framework for Regulation (EU) 2024/1787. An inventory of inactive, temporarily plugged, permanently plugged and abandoned oil and gas wells has been published by the Danish Energy Agency, including a public map interface. The inventory is presented as an Article 18(1) deliverable and appears to cover the information requirements set out in the Regulation’s relevant annex.

Part IV/D (§48/F) of the Mining Act (Act XLVIII/1993) establishes the following financial penalties: legal persons may be fined from 500,000 HUF up to 20% of their net annual turnover, while natural persons may be fined from 100,000 HUF up to 20% of their net annual income. No warning mechanism is permitted, and repeated infringements must result in a fine at least 1.5 times higher than the previous one. The fine must not endanger the security of energy supply, and if an implementation schedule is approved under Article 15(8), the authority may not take action for violations of Article 33(5)(i) until that schedule expires.

Regarding the formal designation process, the Hungarian Mining Authority has been designated as the national CA through the amendment of the Mining Act (Act XLVIII/1993) by Act LXXXIX/2024, which introduces Part IV/D and §43/B(13).

Hungary has published the official inventory of deep underground coal mines closed after 3 August 1954. A .pdf document describing the methodology and regulatory context, a second .pdf containing the full list of closed and abandoned mining sites, and two .kmz files are provided: one showing the spatial locations of all 57 mining sites (telephelyek) and one showing the 303 associated objects (objektumok) such as shafts, galleries and other potential point-source structures.

Hungary has activated a dedicated webpage for the implementation of Art.18(1) containing the inventory of all inactive, temporarily plugged, and permanently plugged or abandoned oil and gas wells in .pdf and .kmz formats. According to the published dataset, 6,349 wells are included in the inventory.

Submission of the annual source-level methane emissions reports by oil and gas operators can be considered fulfilled, as the reports have been published by the Hungarian Competent Authority, as required under Art. 12(8). However, information from the Methane Regulation Expert Group (25 September 2025) indicates that some reports were incomplete, notably with missing elements under points (e) and (f) of Art. 12(4), and that further verification is ongoing for operators declaring zero emissions.

As of the assessment date, 5 coal-sector methane-emission reports have been submitted and are publicly accessible on the Hungarian Competent Authority’s website. Nevertheless, information presented to the Methane Regulation Expert Group on 25 September 2025 indicates that a number of reports suffered from completeness issues, including missing or misinterpreted reporting elements, and that additional checks were initiated for operators declaring zero emissions.

MASE has published the official inventory, which covers wells closed over the past 30 years (from 1 January 1994), in line with Recitals (46)-(47) and Annex V of the Regulation. The inventory includes 1,614 wells across 346 fields, of which 538 are offshore and 1,067 onshore, classified into: 866 inactive wells, 123 temporarily plugged wells, and 625 permanently plugged and abandoned wells.

UNMIG and MASE uploaded the methane-emissions reports on their institutional websites, covering upstream, distribution, transmission, storage and LNG regasification activities.

As emerged after publication pursuant to Article 12(8), methane-emissions reports were submitted across all segments of the Italian gas value chain. Publicly available reports indicate submissions from 11 upstream oil and gas operators, 66 gas distribution companies, 5 transmission operators, 1 LNG regasification operator and 1 storage operator, for a total of 84 reports.
