Implementation appears fragmented across Belgium’s federal and regional competences, with responsibilities split between the federal level and the three Regions.

Publication of an inventory of closed or abandoned underground coal mines.

Belgium has published regional public information concerning abandoned underground coal mines in Flanders. The official Flemish environmental administration webpage (“Verlaten steenkoolmijnen”) provides information on former underground coal mines and links to the Flemish inventory of abandoned coal mines prepared in the context of Regulation (EU) 2024/1787. However, no consolidated national Belgian inventory covering all Regions was identified.

Publication of an inventory of closed or abandoned underground coal mines.

The Ministry’s official “Metanska regulativa” page provides public information under Article 25(1), stating that Croatia has no active coal mines and identifying the closed/abandoned underground coal mines Labin-Ripenda (1988) and Tupljak (1999) as flooded. No standalone inventory document or Annex VIII table was located, but the official page publicly lists the relevant sites and their status.

Competent Authority communicated to the European Commission: State Mining Authority (Státní báňská správa ČR) – responsible for mining operations, including sites connected with underground gas storage. State Energy Inspection (Státní energetická inspekce) – responsible for energy-sector infrastructure except underground storage. Ministry of the Environment – responsible for imports and overall implementation. The formal designation/enforcement framework is still being developed through an implementing bill (“Návrh zákona o některých pravidlech pro snižování emisí metanu v odvětví energetiky”) listed by the Ministry of the Environment as under discussion by the Legislative Council of the Government; the LRV meeting results of 15 Jan 2026 indicate the discussion of the bill was interrupted, confirming that formalisation is still ongoing.

Transmission to the European Commission of the information received from importers, as per Art. 27(1).

There is no publicly available evidence confirming the transmission of Article 27 import-flow information to the European Commission. However, the Danish Energy Agency has indicated that it has forwarded to the Commission the information provided by importers under Article 27(2).

Adoption of rules on sanctions applicable to violations of the Regulation.

France has advanced in the legislative process for adopting a national sanctioning framework. The draft DDADUE law includes provisions adapting French law to the Methane Regulation and establishing penalties for infringements of methane-emission obligations. The bill was adopted by the Senate in first reading and transmitted/deposited at the Assemblée nationale on 20/02/2026 as projet de loi n° 2518.

Submission to the competent authorities of the requested information on gas, oil and coal import flows.

Hungary reports that the Mining Authority does not maintain a register of importers as defined in Article 2(59). Therefore, information was requested from the national tax authority and from the trade and licensing office to identify potential importers. Out of 54 potential entities contacted, 28 replied: three confirmed that they had imported crude gas, oil or coal and submitted the required data in accordance with Annex IX, while the remaining 25 stated that they had not imported such energy products from third countries. Twenty-six entities had not responded to the questionnaire as of 25 September 2025.

Submission to the competent authorities of LDAR programmes.

As of 25 September 2025, Hungary has received 58 LDAR programmes from operators, while 14 additional operators declared that they are not subject to the obligation. However, only 32 of the submitted programmes were assessed as complete, and 33 were identified as incomplete. One operator failed to submit any programme, and a penalty procedure has been initiated.

Adoption of rules on sanctions applicable to violations of the Regulation.

On 16 March 2026, the Government submitted to the Senate the draft enabling law (DDL S.1836), which establishes the national sanctioning framework under Art. 33. The DDL provides for administrative fines ranging from EUR 1,000 up to a maximum of 10% of the annual turnover for legal persons, or 10% of annual income for natural persons. For serious infringements under Art. 33(2) of the Regulation, additional administrative measures may also apply.

Conducting the first Type 2 LDAR survey.

While there is no publicly available evidence confirming that all operators completed the first formal Type 2 LDAR survey required under Art. 14(2), LDAR activities already appear to be part of the ordinary operational and methane-management practices of several Italian oil and gas operators. During the January 2026 roundtable organised by Amici della Terra, MASE stated that around 90% of upstream operators had already uploaded their LDAR reports to the Ministry. This suggests that LDAR surveys have been broadly implemented across the sector.

Methane emissions monitoring using generic emission factors.

Publicly available methane-emissions reports submitted by Italian oil and gas operators have been analysed. In many cases, operators used or referred to OGMP 2.0 reporting standards/templates for source-level methane-emission quantification. However, the depth, consistency and completeness of the methodologies vary across operators and segments, so the monitoring framework appears broadly implemented but not uniformly mature.

Submission to the competent authorities of LDAR programmes.

In the absence of operational CA, MASE activated official PEC email addresses for the submission of LDAR programmes by operators. According to preliminary indications provided by MASE, around 100 operators have submitted LDAR programmes.

Submission to the competent authorities of repair and monitoring schedules and a report with the results of all LDAR surveys.

The Ministry of Environment and Energy Security (MASE) publicly confirmed, during the January roundtable with operators and institutions organised by Amici della Terra, that around 90% of upstream operators have already uploaded their LDAR reports.
