Austria has initiated the legislative process to establish a sanctioning framework. According to information shared by local contacts and CSO members, implementation of Article 14(2) appears partial and uneven across Belgium. In Brussels and Wallonia, reports linked to LDAR activities were said to be transmitted to the competent authorities, while in Flanders implementation was still pending an implementing decree and federal offshore provisions were still under development. However, there is no consolidated public evidence confirming that all relevant operators completed the first Regulation-compliant Type 2 LDAR investigation across Belgium by the deadline.

Publication of an inventory of inactive, temporarily plugged, permanently plugged and abandoned wells.

No public Belgian source confirms the publication of the Article 18(1) inventory. However, Belgium does maintain geological datasets that reference subsurface and legacy hydrocarbon activities, but none of these constitute a methane-focused national inventory of inactive or abandoned wells.

According to information shared by local contacts and CSO members, a first reporting exercise on import flows has already been carried out at federal level. However, the same information indicates strong underreporting and the absence of a complete legislative framework to anchor cooperation with customs. Implementation of Article 27(1) therefore appears partial and incomplete.

According to information shared by local contacts and CSO members, implementation of Article 14(1) appears partial and uneven across Belgium’s federal and regional competences. In Brussels, LDAR programmes have been submitted to Bruxelles Environnement; in Wallonia, the process is ongoing via the AWAC focal point; in Flanders, implementation is still pending the adoption of an implementing decree at the time of the exchange. However, there is no consolidated public evidence confirming that all relevant operators submitted Article 14(1) LDAR programmes across Belgium.

Submission to the competent authorities of repair and monitoring schedules and a report with the results of all LDAR surveys.

Competent Authorities have started receiving LDAR repair and monitoring reports from operators. There is no publicly available information allowing verification of the scope or completeness of the submissions across Belgium.

The Ministry’s official “Metanska regulativa” page states that, for Article 27(1)–(2), a part of importers subject to the Regulation has already submitted their reports to the national body, and additional submissions are expected. Publication of an inventory of inactive, temporarily plugged, permanently plugged and abandoned wells.

The Cyprus Hydrocarbon Service (Ministry of Energy, Commerce and Industry) publishes an “Inventory of wells” under its official “Exploration Activities” webpage (Licensing section). This indicates progress toward an Article 18(1)-relevant national wells inventory. However, the webpage does not confirm whether the inventory is structured specifically as required by Art. 18(1) (i.e., explicitly covering inactive, temporarily plugged, permanently plugged, and abandoned wells) and does not clarify completeness for all relevant assets.

Czech Republic has prepared a draft implementing law establishing penalties for infringements of Regulation (EU) 2024/1787, but it has not yet been adopted and therefore no national penalty regime is in force. The Ministry of the Environment lists the bill (“Návrh zákona o některých pravidlech pro snižování emisí metanu v odvětví energetiky”) as being discussed by the Legislative Council of the Government; the LRV meeting results of 15 Jan 2026 indicate that the discussion was interrupted, confirming the continued pending status.

Publication of an inventory of closed or abandoned underground coal mines.

There is currently no publicly available evidence that the Czech Competent Authority has published the inventory of closed or abandoned underground coal mines, as required under Art. 25(1), on an institutional website. However, Czechia publishes an open national dataset “Inventory of mine workings in the Czech Republic” that contains underground mine workings, their current state and related hazard information.

There is currently no publicly available evidence that the Czech Competent Authority has published the inventory of inactive, temporarily plugged, permanently plugged, and abandoned wells, as required under Art. 18(1), on an institutional website. However, public information shows that CGS holds databases and map-services listing boreholes, wells and other subsurface objects (including disused wells).

Submission to the competent authorities of methane emissions report based on specific emission factors, as per Art. 12(1-3).

According to information shared by local contacts and CSO members, the State Energy Inspectorate (as one of the competent authority bodies) has received from some operators a report on the quantification of methane at the source level for operated facilities under Article 12 of the EU Methane Regulation. The reports are not publicly available and their completeness/coverage across operators cannot be verified; official steps are underway to obtain the reports.

There is no publicly available evidence on the Danish Energy Agency’s website of Article 14(2) Type 2 LDAR investigations. However, the Danish Energy Agency has indicated that it has received Type 2 LDAR investigations under Article 14(2).

Publication of reports on methane emissions, as per Art. 12(1-3).

The Danish Energy Agency has confirmed that methane-emission reports submitted under Art. 12 are not published on the agency’s website. By agreement with the European Commission, the reports will be made publicly available through the Commission’s Transparency Database. Publication is therefore pending the operational launch of that database, currently expected in September 2026.
