Implementation Assessment

Bulgaria’s report confirms that there are no active underground coal mines, so the underground continuous-monitoring element is not applicable. For active surface coal mines, the report includes reporting fields relevant to methane-emissions quantification, but several mines report “no data” for the methodology, emission factors and post-mining emissions. This suggests that some reporting structure exists, but public evidence does not demonstrate robust implementation of Art. 20(1-3) monitoring requirements for active surface coal mines.
